What The Law Fixes

Three numbers decide most of the paperwork.

These are statutory, not developer policy — worth knowing before anyone quotes you a fee for "handling" them.

Fixed by law

  • 30% — the share of apartments in one condominium building that foreign owners may hold, counted per block where towers share a podium (Article 19, Law on Housing 2023)
  • 50 years — a foreign individual’s ownership term, from the date the certificate is issued, extendable once (Article 20). The term is printed on the certificate
  • VND 500 million — the annual rental revenue below which no personal income tax and no VAT are due. Above it, 5% falls on the portion above the threshold, not on the whole year (Law 109/2025/QH15, in force 1 July 2026. The VAT threshold reached the same figure on 1 January 2026 under Law 149/2025/QH15)
  • 250 houses — the cap for landed housing in an area the size of one ward (Article 19)
